The dramatic shift to minimal competition in federal contracting continues as the first month of Q4 comes to a close. The latest SAMradar NAICS Spending Report shows that the trend of 74% of contracts having ZERO competition stays consistent as we enter the last 60 days of FY 2023. This is unprecedented: Read NEW: Unpredicted Federal Spending Pattern

The downloadable report (see above) shows that 155,808 companies split over $927 Billion in federal contracts and 86% of the time they were 1 of 5 companies competing. How does this happen? This happens from federal contracting officers leveraging relationships and utilizing FAR language providing for limiting competition - LEGALLY.

Isn't this where you want to be? So the most important thing you can do is - become ONE of the FIVE for the $773 Billion left in FY2023!

The SAM.gov corresponding opportunities posted so far in Q3 FY2023 search for solicitation and combined synopsis and solicitation shows a total of 115,428 opportunities (see for yourself).

To contrast what is visible on SAM.gov, take a look at the Q3 YTD (October 1 - September 30) FY2023 spending summary above directly from FPDS.gov: 8,243,289 contracts executed.

How does this happen?

There are many ways contracting officers use Subpart 6.3 - Other Than Full and Open Competition including Sole Source Justification and Approval and companies can use this process that companies can use to literally justify a sole source contract. During a recent GovBrief session companies with experience in sole source justification described how they engaged contracting officers and won contracts - for millions of dollars that never hit SAM.gov.

Monitoring SAM.gov is CRITICAL over the next 60 days.

You can set up your search criteria in SAM.gov and SAMradar.com so you do not miss federal contracting opportunities. The rate of SAM.gov opportunities will increase dramatically over the next 60 days while turn around time will shrink to as little as 24 hours.

Did you know you can see what the competition is doing AND who they are buying from? This is critical because your competition is exactly who is winning these contracts that never hit SAM.gov. So, if you want to win, you need to see who is contracting with your competition.

What is Competitor tracking and why is it so important?

SAMradar | August NAICS Spending Report 2023

The answer is simple - you will never see what is happening if you are only watching

SAM.gov. because less than 2% shows up there. Don't believe it? Compare ANY date of contract activity on SAM.gov and FPDS.gov.

For instance, when you compare the yearly 125,000 or so opportunities that hit SAM.gov vs the 6.5 Million awards that hit FPDS.gov, you realize that you are missing 98% of the market. The problem is that you will NEVER see them until after your competitor gets the win. Terrible right?
