This chart shows that in FY2023 Year-to-Date 65% of contracts have ZERO competition. There are many ways contracting officers use Subpart 6.3 - Other Than Full and Open Competition including Sole Source Justification and Approval and companies can use this process that companies can use to literally justify a sole source contract.
But Zero competition isn't the entire story. The downloadable report (see above) shows that 127,317 companies split over $591 Billion and 91% of the time they were 1 of 5 companies competing.
